An ISP proxy is a hybrid. The address is registered to a consumer internet provider, so a website that looks it up sees a residential network. The machine behind it is a server in a datacenter, so it is fast and stays online, and the address stays the same for as long as you rent it.
They are usually sold per address per month, not per gigabyte. PiratProxies does not sell ISP proxies. The closest thing on a rotating residential plan is a sticky session, which holds one home address for a time you set, though a home connection can drop and take the address with it.
